How do I make a complaint about advertisements that are fraudulent within the Microsoft https://outlook.live.com/mail/0/ page?

I had to use the outlook.live.com page to access some older emails, but there were messages juxtaposed into my inbox that weren't actually emails, they were advertisements. These advertisements were 'posed' as emails, with the same From | Title positioning, text appearance and wording as the emails around it, and it even pretended to be from a specific retailer I had recently saved emails from. It was only after clicking it and being taken to the site backmarket.com that I realised it was a fraudulent link. Even though I quickly realised, the deception here is clearly intended to take advantage of vulnerable people. Advertisements pretending to be from different companies and being able to hide within your inbox in between listed emails shows that Microsoft are actively participating in this fraud. Absolutely disgusting.
