If you’re using Office 2024 with a perpetual license (one-time purchase), even though it includes Word, Excel, and PowerPoint, it does not include Designer. This feature is cloud-powered and tied to a subscription model. If you want access to Designer, you’ll need to switch to a Microsoft 365 subscription.

In case you have your Microsoft 365 subscription but unable to use it, you could try to clear your cache and cookies, change your regional and language, or else, run some workarounds below:
- Reset PowerPoint’s Designer Cache
- Close PowerPoint.
- Delete the Designer cache folder:
- Enable Designer via Registry (Windows)
- Check Group Policy (For Work Devices)
- If your PC is managed by an organization, Designer may be disabled by IT.
- Contact your admin to enable:
User Configuration > Administrative Templates > Microsoft PowerPoint 2016 > PowerPoint Designer > Enable PowerPoint Designer
