If the COA label is physically damaged, Microsoft can’t regenerate the key directly from packaging — the only way is through proof of purchase with an authorized reseller. Since you have the receipt, box, and DVD, the best route is to contact the shop where you purchased it and ask them to initiate a replacement request via Microsoft’s Volume Licensing Service Center (VLSC) or OEM partner channel. If it was a genuine OEM key, Microsoft Support can validate the purchase and provide a replacement key once the reseller verifies ownership.

You're in a tough spot with a damaged OEM key. Unfortunately, OEM keys are intended for system builders and are generally not replaceable once issued, as they're meant to be installed on a single system and are supported by the system builder.
My recommended solution is you should focus be on working with the retail shop where you bought the OEM license.
