As I mentioned earlier, this is designed to protect user privacy and security, and Microsoft does not provide any plan or add-on that overrides this behavior.

Based on your question, I’ve researched this and here’s what I found: 

Currently, there is no public API from Microsoft that allows users or developers to retrieve the IP address of participants in Microsoft Teams meetings.  

However, administrators can access this information through the Teams Admin Center if available. To check: 

• They need to navigate to Microsoft Teams Admin Center 
• Go to Dashboard => Users => Meetings & calls 

• They can select the user and click “View session details,” and then open the Advanced section to view the IP address.

Note: IP address may be partially masked for security reasons.

To enable participants' microphones in Microsoft Teams, you do not specifically need to purchase an upgrade solely for that feature. All users who join a Teams meeting can have their microphones enabled by the meeting organizer. However, if you are looking for enhanced features and capabilities, you might consider purchasing the Teams Premium add-on license, which provides additional features on top of the standard Teams functionality.
