Windows Server is not designed for Bluetooth, you might be able to get it to work if you have the following,
The hardware includes a Bluetooth radio
The manufacturer provides Windows 10/11 drivers
You manually enable the Bluetooth Support Service
You install the Wireless LAN Service feature
