I'm an admin and owner on teams and i can't add members or guests HELP

I'm trying to add guests to a channel on Teams. I've confirmed from the admin suite that guests are allowed and no policies are prohibiting them as far as I can tell. When I go to the 'add member' option on the channel OR in the team at large, and type in an email address, the 'add' button remains greyed out. There is no option to 'add as guest'.
