I can confirm that my computer does not have this ODBC Driver 17.
In the folder in the screenshot, you find many log files. The ones that are of most interest are summary.txt and detail.txt. Feel free to attach them here.
Note: I don't read Chinese, so I don't know what the error message in the screenshot is saying.

Just checking back on this were you able to review the setup logs (summary.txt and detail.txt) from the Setup Bootstrap Log folder?
If you’re still facing the issue, please share the relevant error sections here so we can help you dig deeper and get this resolved.
If the issue is already fixed, it would be great if you could share what worked for you and mark the helpful answer this will really help others facing the same problem.

As mentioned, the SQL Server setup logs should provide more details about the failure. Could you please review the summary.txt and detail.txt files from the Setup Bootstrap Log folder and share the relevant sections here so the community can help investigate further?

Review the logs - they should provide the clue...
