Repeated GPU Quota Rejection for Azure Sponsorship Startup Subscription (NCasT4v3 – Southeast Asia)

Hello Community,

I am currently facing repeated rejections when requesting GPU quota (NCasT4v3 series) in the Southeast Asia region under a Microsoft for Startups Azure Sponsorship subscription.

The rejection reason consistently mentions insufficient payment history, previous bank decline, or unpaid outstanding balance. However, this subscription is part of the Microsoft for Startups program and does not rely on a traditional pay-as-you-go billing model. There are no outstanding balances, no unpaid invoices, and no active financial issues associated with the account.

This has become a recurring issue. Every quota request for GPU resources is automatically denied under the same billing-related reasoning, even though the account is a startup sponsorship-backed subscription.

For context:

  • Subscription type: Azure Sponsorship (Microsoft for Startups)
  • Region requested: Southeast Asia
  • VM Series: NCasT4v3
  • Intended use case: AI/ML model training and development

We have already contacted Microsoft Support (Severity A case) and also reached out to the Microsoft for Startups Advisor team, but have not yet received a resolution. The situation is impacting our AI development timeline.

Has anyone here experienced similar GPU quota rejections under a Sponsorship subscription?

Is there a specific validation process required for startups requesting GPU quota under Azure Sponsorship?

Any guidance or clarification would be greatly appreciated.

Due to high demand for these graphics-enabled VM types, availability is limited for customers using free/benefit subscriptions

Due to insufficient payment history, a previous bank decline, or an unpaid outstanding balance, Microsoft is currently unable to approve additional quota at this time. Please visit https://learn.microsoft.com and search for "Troubleshoot payment issues" to understand the problem or look up "Pay Now" to resolve any outstanding balance.

    The subscription is newly created

There are no billing history and usage on given subscription

Due to high demand for these graphics-enabled VM types, availability is limited for customers using benefit subscriptions

The NC A100 v4 Series is a high-demand GPU-enabled VM family, and availability is currently limited for customers using free, benefit-based, or sponsorship subscriptions.

Due to exceptionally high demand, availability of these specialized VM types is currently limited for customers on BizSpark Plus subscriptions

due to high demand for virtual machines in this region (and who cares that I asked for any region)

there are no credits linked to the subscription at this time. As the subscription is a sponsored subscription, we are unfortunately unable to approve the requested quota increase

due to high demand for this specialty SKU, availability is limited for customers using BizSpark Plus subscriptions

Your subscription is newly created. Payment history typically takes a couple of weeks to be generated as your subscription starts processing transactions.

Once a sufficient payment history has been established, you will be able to raise a quota increase request. We recommend waiting a couple of weeks before submitting the quota request again.

due to high demand for this specialty SKU, availability is limited for customers using free/benefit/BizSpark Plus subscriptions.

That's all you'll get from support.

    Hello @Muhamad Wisnu

I understand how important GPU access is for your AI/ML workloads, and I want to clarify why the GPU quota request for the NCasT4_v3 series is getting rejected on a Microsoft for Startups – Azure Sponsorship subscription.

Even though Azure Sponsorship subscriptions do not follow a traditional Pay‑As‑You‑Go billing model, GPU‑based virtual machines are treated differently on the Azure platform. GPU SKUs such as NCasT4_v3 are high‑cost, high‑demand resources, and Azure applies additional validation checks before approving quota increases.

For Sponsorship and credit‑backed subscriptions, GPU quota approvals depend on:

    • Subscription type (Sponsorship vs Pay‑As‑You‑Go)
    • Internal trust and risk validation applied to high‑cost SKUs
    • Regional GPU capacity availability (Southeast Asia is a constrained region)
    • Microsoft for Startups eligibility and subscription tagging

Because of these controls, GPU quota requests from Sponsorship subscriptions may be auto‑rejected with a generic message such as “insufficient payment history”, even when there are no unpaid invoices or billing issues. This behavior is expected and has been observed across multiple startup subscriptions.

Submit the Azure GPU quota request:
You must submit the GPU quota request from the Azure portal for the NCasT4_v3 VM family in the required region. Even if this request is auto‑denied, it generates the reference ID needed for escalation.

Open a support ticket from the Microsoft for Startups (Founders Hub) portal

    1. Include:
      • Azure subscription ID
      • Azure quota request / support request ID
      • AI/ML workload justification (training or inference)
    2. The Startups team will coordinate internally with Azure capacity teams to review GPU eligibility and subscription tagging.

    3. Microsoft for Startups GPU and quota guidance https://learn.microsoft.com/microsoft-for-startups/benefits/microsoft-startups-technical-benefits

Please note that GPU quota approvals are subject to Azure capacity availability and internal validation, and approval is not guaranteed for Sponsorship subscriptions.

If the issue persists after following the above steps, we’re happy to help further.

    Thanks,
    Manish.

For GPU quota on an Azure Sponsorship subscription that is part of Microsoft for Startups, there are two parallel tracks that must be followed: the standard Azure quota process and the Microsoft for Startups escalation path.

    1. Follow the official Azure GPU quota request flow
      • For NCasT4v3 or any GPU VM series, quota is controlled by the standard Azure per‑VM quota system and is region‑specific.
      • Submit the GPU quota request in the Azure portal following the official guidance for per‑VM quota requests. If the request is auto‑denied due to generic billing or payment‑history reasons, that is still the prerequisite step for escalation.
    2. Escalate through Microsoft for Startups for GPU VMs
      • Microsoft for Startups explicitly supports access to GPU VMs (including NCasT4_v3‑class series) for eligible startups, subject to region availability.
      • After the standard quota request is submitted and denied, sign in to the Microsoft for Startups portal and open a support ticket.
      • In that ticket, include:
        • The Azure Sponsorship subscription ID/GUID.
        • The Azure support request number for the failed GPU quota request.
        • The target region (Southeast Asia) and VM series (NCasT4v3).
        • A brief description of the AI/ML use case and that the subscription is a Microsoft for Startups sponsorship.
      • The Microsoft for Startups team coordinates directly with the relevant Azure quota teams to review GPU requests that are blocked by generic billing rules on sponsorship subscriptions.
    3. When to use which support channel
      • For repeated auto‑denials, quota logic, and region capacity questions: open or reference the existing Azure support ticket in the Azure portal.
      • For startup‑specific escalation (sponsorship, investor offer, higher GPU access, or repeated denials despite clean billing): use the Microsoft for Startups portal ticket and/or existing Startups Advisor contact, always referencing the Azure support request number so both teams can coordinate.
    4. Additional options for advanced GPU access
      • If the startup is in the investor offer or later becomes eligible, there may be additional GPU‑related benefits such as:
        • Higher or enterprise‑tier quota limits.
        • Access to the Startup GPU Cluster or other advanced GPU VM SKUs, subject to region availability.
      • Eligibility for these enhanced benefits is communicated directly once accepted into the investor offer.
    5. Key points for this scenario
      • Sponsorship subscriptions do not bypass the standard quota and risk controls; they still go through the same automated checks, which can surface generic “payment history” messages even when there is no outstanding balance.
      • The supported path to override or review these automated denials for startups is:
        1. submit the quota request per official guidance, then
        2. escalate via a Microsoft for Startups support ticket with the Azure support request ID.
      • If a Severity A case is already open with Azure Support, referencing that case in the Microsoft for Startups ticket is important so both sides can align on the same incident.
