On my OnePlus Nord CE3 the Swiftkey prediction bar randomly doesn't show. It might when I switch to another app and doesn't require restarting Swiftkey or restarting the phone to make it come back.
Restarting Swiftkey doesn't solve the problem either. It always eventually returns by itself.

On Android, Microsoft SwiftKey’s prediction bar cannot be turned off or hidden by configuration, so when it disappears intermittently it is usually due to:
If the prediction bar is missing only in specific apps or fields after these steps, that behavior is expected where predictions are intentionally disabled or incompatible.
