From above screenshot it looks the workflow is either deleted or corrupt state or not accessible with respect to VNET.
Here is step by step to isolate the cause.
- Please clear browser cache and cookies to isolate UI issue.
- Please check for recent change in permission (Azure AI user role is needed minimum for users, Azure AI administrator or account owner to create new workflow/deployment)

Limitation with respect to VNET
You can consume the inbound connection through CLI/SDK/UI.
Please test Managed VNET as alternative to save networking effort if you are using Own VNET config.
