To get this reviewed by Azure billing support and avoid the self-service loop, follow these steps to open a billing ticket directly in the Azure portal. Billing support is free.
- Go to the Azure portal support creation blade:
- In the search box on the first screen, type
billingand select Go. - Select Billing as the issue type and choose Next.
- Select the affected subscription (the one with the ~$2000 charges), then select Next.
- Wait several seconds for recommended solutions to appear. At the top of the page, select Create a support request.
- Do not select any of the self-service or recommended solution tiles.
- On the Problem description tab:
- Fill in Summary (for example: "Unexpected Azure AI charges after nonprofit credits expired").
- Set Problem type to a billing-related option (for example, unexpected charges) and choose the closest Problem subtype.
- Select Next.
- When the portal again shows recommended solutions or diagnostics:
- Select Return to support request in the upper-left corner instead of any solution tiles.
- On the Additional details tab:
- Describe that this is a nonprofit subscription, the misunderstanding about expired credits, and that the charges are for Azure AI.
- Include when the charges started, approximate amount (~$2000), and that prior attempts to open a ticket were redirected to self-service.
- Provide the Subscription ID and any relevant invoice numbers.
- Choose whether to allow Advanced diagnostic information collection.
- Select Next.
- On the Support method / Review + create tab:
- Choose the available Support plan (billing tickets are allowed even without a paid technical support plan).
- Select an appropriate Severity.
- Review and then select Create.
You should receive an automated email confirmation and then a response from billing support, typically within one business day, where the billing engineer can review the nonprofit scenario and the unexpected Azure AI charges.

For any unexpected usage, also review the invoice and use Cost analysis in the Azure portal to understand which resources generated the charges and confirm they align with the period after credits expired.
