This doesn’t always mean storage is the problem. OneNote can also get stuck because the app is out of date, the saved sign-in info is stale, or one section/page in the notebook is damaged.
Besides the solutions provided by the Q&A Assist, here are some suggestions you can try:
First, make sure OneNote and Office are fully updated, because Microsoft still says to check updates first for sync problems. If you’re on Windows, it is recommended that you remove the saved MicrosoftOffice and MicrosoftAccount entries in Credential Manager, then reopen OneNote, because that step is usually mentioned when sync keeps failing and the sign-in info is stuck.
It is also suggested that you try a different updated browser and clear the browser cache, since browser-side issues can affect OneNote Online too.
If one notebook or section seems to be the problem, create a new notebook or new section and copy the pages into it, not move them, then sync again.
