Agent 365 Setup – Licensing, Roles, and Prerequisites Clarification

Hi Microsoft Support Team,

We are currently evaluating and setting up Microsoft Agent 365 in our tenant and planning to create and manage our own agents based on the provided framework. We need clarification on licensing, roles, and setup prerequisites.

We would appreciate guidance on the following:


1. Required Licenses for Agent 365

What are the mandatory licenses required to enable and operate Agent 365 in a tenant?


2. Trial vs Paid Licensing

What licensing options are available in trial vs paid environments?

Any differences in capabilities or limitations between them?


3. Required Roles and Permissions

What are the minimum roles required for setup, agent creation, and administration?


4. Tenant Setup Prerequisites

What are all required prerequisites to enable Agent 365 in a tenant (Entra ID, Copilot, admin consent, etc.)?

    Based on currently available Microsoft documentation and related guidance, Microsoft Agent 365 is positioned as a governance and control layer used to observe, secure, and manage AI agents across a tenant.

    1. Required Licenses for Agent 365

    -Agent 365 is licensed per user, not per agent.

    -A license is required for users whose agents operate on their behalf (OBO scenarios) and require Agent 365 governance capabilities.

    -It is available:

    +As a standalone subscription, or

    +Included in Microsoft 365 E7 

    +Individual agents acting on behalf of a licensed user do not require separate licenses.

    In addition, Agent 365 works alongside existing services, so a typical deployment also assumes:

    -A valid Microsoft 365 subscription

    -Copilot and/or agent‑building services (depending on your scenario)

    1. Trial vs Paid Licensing

    At this time, Microsoft documentation does not clearly define a separate “trial vs paid” licensing model specifically for Agent 365.

    However:

    -Early access to Agent 365 may require enrollment in preview programs (such as Frontier). 

    -Some capabilities are still in development and may change as the service matures.

    1. Required Roles and Permissions

    For managing and administering agents, Microsoft guidance for agent governance indicates the following roles are typically required:

    -AI Administrator

    -Global Administrator

    -Global Reader (view‑only)

    Depending on the specific scenario (such as agent identity, registration, or development), additional roles in Microsoft Entra or Azure may be required.

    1. Tenant Setup Prerequisites

    There is no single official checklist published for Agent 365, but based on Microsoft Learn and related guidance, a typical setup includes:

    -A properly configured Microsoft 365 tenant with Microsoft Entra ID

    -Required admin permissions and consent for identity and API configuration 

    -Access to Azure resources for agent deployment and hosting (when applicable) 

    -Copilot / agent platform enablement depending on usage scenario
