This error usually means Excel is starting with something it doesn’t like, most often an add-in, a startup file, or another program in Windows getting in the way. If it opens in Safe Mode, that’s a strong sign the core app is fine and the problem is around it, not the workbook itself.
Besides the solutions provided by the Q&A Assist, here are some suggestions you can try:
Open Excel in Safe Mode first, press Windows + R, type excel /safe, and see if it opens. If it does, go to File > Options > Add-ins, disable the COM Add-ins, then re-enable them one by one until you find the one causing the crash.
Check Excel’s startup folders too. Files in XLSTART or an alternate startup folder can make Excel crash on launch, so move those files out temporarily and test again.
Make sure both Office and Windows are fully updated. There are crash and add-in related fixes in newer Excel builds.
If it still happens, try a clean boot and temporarily turn off any antivirus integration with Excel. It is suggested that background services, antivirus plug-ins, printer drivers, or video drivers can also trigger this kind of crash.
