Copilot refuses any question on any device

I really have no idea what I did wrong, but every current conversation is blocked. Every new conversation is immediately shut down with

"I'm sorry, I'm having trouble responding to requests right now. Let's try this again in a bit.—"

I can create a new thread, and I am greeted, but there is an instance shut down as soon as I post any question. This happens on all devices, app or browser, as long as I am signed in with this account.

If I use a different account, it's fine, but I have a lot of history and Copilot has been very helpful. I don't want to start from ground zero.
