Based on your query of not being able to find your bluetooth earbuds on the laptop.
Well! Even if the earbuds are on, they might not show up unless they are explicitly in Pairing Mode. The suggestion here is to reset the earbuds by putting them back in the case and take them out, or hold the pairing button until the LED flashes (usually red/blue or white). If they are currently paired to your phone, the phone might be "hogging" the connection. Turn off Bluetooth on your phone temporarily to force the earbuds to look for a new host.
Another suggestion is to toggle Bluetooth Off and On in the Action Center by going to Settings > Bluetooth & devices and ensure the toggle is active. Try selecting "Add device" and specifically choose "Bluetooth" (the top option). Also, try to run the Automated Troubleshooter. Since Windows has a built-in diagnostic tool that can restart the Bluetooth radio and check for hardware flags. Go to Settings > System > Troubleshoot > Other troubleshooters. Find Bluetooth and click Run.
Another point worth mentioning here is to verify Bluetooth services. If the hardware is fine but the discovery is not working, the background service might be hung. Press Win + R, type services.msc, and hit Enter. Then locate Bluetooth Support Service. Right-click it and select Restart. Double-click it and ensure the Startup type is set to Manual or Automatic. Also, In Settings > Bluetooth & devices > Devices, scroll down to Device settings. Ensure Bluetooth devices discovery is set to Advanced. This allows Windows to see more types of Bluetooth peripherals that might be filtered out under the "Default" setting.
