To better understand whether the Teams license has been properly provisioned for the affected user, I would recommend that your IT administrator run the following PowerShell command:
Get-CsOnlineUser <userPrincipalName>
If the Teams service has been successfully assigned and provisioned, you should see it listed under "AssignedPlan", similar to the example shown below:
This will help confirm whether the Teams service is correctly applied at the backend level.
Additionally, could you please confirm how long ago the license was assigned to this user. If it was assigned recently, I would recommend allowing up to 24 hours for the provisioning process to complete, as there can sometimes be a delay before the user becomes fully visible in Teams.
If more than 24 hours have already passed, please ask your IT administrator to try the following:
- Remove the Teams license from the user
- Wait a few minutes
- Reassign the license again

After reassigning, please allow another 24 hours for the system to re‑provision the user properly.
