    Hi Andy,

Do you see the message "Some settings are managed by your system administrator" in the Security tab of Internet Options?

If possible, post a screenshot of the dialog you're referring to. This could be due to a local policy.

    Hi Andy,

Which settings are you trying to change, and what happens when you do so?

Do you see the message "Some settings are managed by your system administrator" in the Security tab of Internet Options?

If so, please let me know if this computer is part of a company network.

Security settings in inetcpl.cpl (Internet Options) can be locked by policy so that users cannot change them. When this policy is enabled, the security-level slider and Custom level button on the Security tab are disabled.

To allow changes again, the policy that blocks editing must be disabled at the device (computer) level:

    1. The relevant policy is Security Zones: Do not allow users to change policies.
    2. This is a computer configuration policy under:
      • Computer Configuration > Windows Components > Internet Explorer
    3. When this policy is enabled, it:
      • Prevents users from changing security zone settings.
      • Disables the Custom level button and the security-level slider on the Security tab in Internet Options.
    4. When this policy is disabled or not configured, users can change security zone settings again.

If this device is managed by Group Policy, MDM, or another management tool, an administrator must set this policy to Disabled or Not configured so that security settings in inetcpl.cpl become editable.

Note: If the separate Disable the Security page policy is enabled (it removes the Security tab entirely), it takes precedence and will ignore the above policy until it is turned off.
