If so, please let me know if this computer is part of a company network.
Security settings in inetcpl.cpl (Internet Options) can be locked by policy so that users cannot change them. When this policy is enabled, the security-level slider and Custom level button on the Security tab are disabled.
To allow changes again, the policy that blocks editing must be disabled at the device (computer) level:
Computer Configuration > Windows Components > Internet ExplorerIf this device is managed by Group Policy, MDM, or another management tool, an administrator must set this policy to Disabled or Not configured so that security settings in inetcpl.cpl become editable.
Note: If the separate Disable the Security page policy is enabled (it removes the Security tab entirely), it takes precedence and will ignore the above policy until it is turned off.
