SNAP food card entry: NO CVV on card

Was going through support issues (in settings on Microsoft Edge) today with my neighbors and we discovered that SNAP cards (Food assistance card issued to them in our state) have no CVV. So while we tried to nickname the account, were very surprised when the information didn't stick. Wondering how we can update.

I find it peculiar that while entering the card or however the info got entered into their account that they were not asked to input a CVV in the first place. Regardless, it's very important that they be able to use this feature. We have tried many different "edits", if you will, and just now when we/they installed a '123' as a CVV, on a whim, it now is asking for billing address. They quickly canceled out of the operation but this leaves us with a condundrum as to what to do next.

Now, they haven't had many or any instances where they needed to access the SNAP card via cell, computer or the like, but should one pop up, would be great if there was a solution.
