How to get Windows to recognize an external device in a usb drive

I'm trying to setup Windows 11 and I've gotten as far as the system determining I don't have enough free space to install the latest security and features. It says I need 10 gigs of space. I've attached a new 32 gig usb thumb drive in a usb port (F) but it doesn't recognize that it's there. On the line where it says external storage device with a drop down menu, it only shows "none". I've gone back and forth between trying to free up space on the tower and back to external drive, hoping it will see that it's there but no luck. I've opened the thumb drive, but still doesn't show. Any suggestion?

Use the built-in Windows Update “Fix issues” flow and ensure the USB drive is prepared and connected in a way Windows Update can use it.

    1. Confirm the USB drive works in Windows
      • Press Windows key + E to open File Explorer.
      • Select This PC and verify the USB thumb drive appears with a drive letter (for example, F:) and shows about 32 GB free.
      • If it does not appear here, try another USB port or another USB drive.
    2. Start the update flow that supports external storage
      • Select Start > Settings > Windows Update.
      • If Windows reports low disk space for the update, there should be a Fix issues option on the Windows Update page.
      • Select Fix issues. This launches the tool that allows using an external storage device.
    3. Attach and select the USB drive
      • Before proceeding, back up any important files from the USB drive, as the update process may use it for temporary data.
      • Connect the USB thumb drive and wait a few seconds so Windows detects it.
      • In the external storage drop-down list, select the USB drive when it appears.
      • If it still shows None, disconnect and reconnect the USB, or try a different USB port and reopen the Fix issues tool.
    4. Complete the update
      • After the USB drive is selected, choose Next and follow the on-screen instructions to finish installing the update.
      • When installation is complete, safely remove the USB drive.

If Windows still does not list the USB drive in the external storage drop-down even though it appears in File Explorer, continue freeing up internal disk space (for example, using Storage Sense, Cleanup recommendations, or moving personal files to external storage) until Windows Update can proceed without external storage.

There is no fix issues option in Windows update.
