I figured this out and wanted to share it with others.

View > Messages > Conversations > Reading pane > Message Order > Newest on top OR Newest on bottom

    To sort conversation messages by the date they were sent or received, use the Conversation/Reading Pane settings and choose the message order:

    For Outlook on the web or Outlook.com (new Outlook experience):

    1. Open Outlook on the web.
    2. Select Settings (gear icon) > Mail > Layout.
    3. Under Message organization, ensure Show email grouped by conversation is selected if conversation view is desired.
