This error almost always happens because the local user configuration file (user.config) for Server Manager has become corrupted. You do not need to reinstall anything or rebuild the server.
Here is the exact, quick way to fix it:
1. Clear the Corrupted Cache:
Open File Explorer.
Type or paste this exact path into the address bar and hit Enter: %localappdata%\Microsoft_Corporation
You will see a folder that starts with ServerManager.exe_StrongName_...
Delete that entire folder. (Don't worry, Windows will automatically recreate a fresh, clean one the next time you open the app).
2. Relaunch Server Manager. It should now open normally without the error.
