cannot send invite to external users

Hello,
We have this tenant created for one of our lab environments and we need to be able to invite external users from Microsoft and Google. Yesterday i enabled google federation to avoid creating new accounts for partners and after sending a few test invites i get this message:
User invitation failed
Insufficient privileges to complete the operation.
I thought there may be something wrong with my user account, who is already part of global admins role so i created a new local account for testing purposes but i get the same error. No other warnings on entra portal.
After chatting with AI bot for a while, it concluded that there may be something related to anomaly detection engine, but as i mentioned i have no other error message on the portal. Existing users are working just fine.
