Regarding your issue, I saw that you posted your question under the Business category so to better support you, would you mind letting me know is this account a personal Microsoft account or a work/school account provided by an organization?
If you are not the Global Administrator:
- Please contact your IT administrator and share this article with them: Error “This page has been blocked as it violates the Acceptable Use Policy”. A Global Admin will need to submit a support ticket to request access restoration.
If you are the Global Administrator for your tenant:
- You can create a support ticket by sign in to the Microsoft 365 Admin Center > Support > Help & Support.

Before submitting the ticket, make sure the Support Assistant is turned Off as several customers have reported that when the Support Assistant is enabled, the Contact Support option may not appear.
As shown in the screenshot, simply switch Support Assistant > Off, then enter your issue description. Once disabled, the Contact Support button should appear, allowing you to submit the ticket normally.
Note: If you’re an end-user, please coordinate with your Office 365 Global Administrator to handle these steps.
