Azure Postgresql B1ms stuck in starting state for hours

I have a Postgresql database in Norway East region, type Burstable, B1ms, 1 vCores, 2 GiB RAM, 32 GiB storage
When I tried to start it this morning, it just got stuck in "starting" state and have been so for more than 3 hours.
It's not possible to force a restart, trying to do so give me an error:
(SeverBusyWithOtherOperation) Cannot perform 'Restart' server operation because server 'psql-...' is busy processing other operation. Code: SeverBusyWithOtherOperation
In the Azure Portal, the UI tells me to contact Microsoft support if the operation takes too long, so that's what I'm trying now.
