If you need to reinstall Windows on that device, the easiest method would be to reset Windows using these steps, are you able to perform this process?

    .

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

Go to Troubleshoot - Advanced Options - Reset this PC

Choose to keep your files and apps, just your files or to keep nothing

    Then start the Reset.

If the PC already has Windows 10 Home Single Language, additional display languages cannot be installed. That edition supports only one display language.

To check which edition is installed:

    1. Select Start > Settings > System > About.
    2. Under Windows specifications, check Edition.

If it shows Windows 10 Home Single Language:

    • Only one language is supported.
    • To install additional languages, Windows must be upgraded to Windows 10 Home or Windows 10 Pro.

If the PC is not Home Single Language, a language pack can be installed like this:

    1. Select Start > Settings > Time & Language > Language.
    2. Under Preferred languages, select Add a language.
    3. Choose the language to install, then select Next.
    4. Under Install language features, select the features needed, then select Install.

    Important:

    • An administrator account is required to add a language pack.
    • The PC must be connected to the Internet to download the language pack.
    • If Set as my Windows display language is selected during installation, Windows will require signing out and signing back in to apply the change.
    • If messages such as Only one language pack allowed or Your Windows license supports only one display language appear, the device is using a single-language edition.
