The supported next steps are:
- Verify the Partner Center organization state in Partner Center → Account settings → Legal profile and confirm all required conditions are met:
- Vetting status is Authorized
- Program enrollments are Active
- All required agreements are accepted
- Check whether the issue is role or workspace visibility related:
- In Partner Center → Settings → Account settings → My Access, review assigned access.
- For Hardware developer programs, access is granted by a person in the Owner or Manager role in the organization.
- Under Request access and help, expand the workspace contacts list to identify who can grant access.
- Confirm the correct sign-in identity is being used. If work and personal accounts have similar names, sign in with the organization’s work account.
- If the hardware workspace is still unavailable or the enrolled account cannot sign in to the Hardware Program support flow, open a support case through Partner Center support. This path is specifically for cases where enrollment is incomplete, the enrolled tenant can’t be accessed, or sign-in with an enrolled Hardware Program account isn’t possible.

- Under Next Step, choose Provide issue details
- Complete and submit the case
- If sign-in with a Hardware Program enrolled account becomes possible, use Microsoft Engage Center, which is the recommended and fastest route for Hardware Program support. When creating the case, select:
- Product: Windows Developer Center
- Problem Type: Hardware Device Drivers
The documented causes that can block user management, workspace access, or actions in Partner Center are organization profile state, missing accepted agreements, inactive enrollments, missing roles, or use of the wrong sign-in account. For conditional access restrictions, resolution must come from the organization’s Entra administrator; Microsoft can’t override those policies.
