Azure for Students verification email not received – @knou.ac.kr – unable to access Azure Support due to tenant error

I am having an issue completing the academic verification process for Azure for Students.
I am a student at Korea National Open University (KNOU) in South Korea, and I am trying to verify my student status using my official university email address ending in @knou.ac.kr.
When I entered my university email address on the Azure for Students verification page, the page displayed a message indicating that the verification email had been sent successfully.
However, I never received the verification email.
I checked my inbox, spam, trash, and all mail folders, and the university email account itself is working normally and can receive other emails.
At first, I thought the issue might be related to my Microsoft account, so I created one additional Microsoft account and tried the academic verification again using the same @knou.ac.kr university email address.
The result was exactly the same: Azure displayed that the verification email had been sent, but no verification email was actually received.
The next morning, I signed in again to Azure for Students using my original Microsoft account. Instead of continuing the previous verification process, the page showed “Education verification required” again, as if the previous verification request had not been retained.
I have not submitted any additional verification requests since then.
I would like to use my original Microsoft account for Azure for Students.
I also tried to contact Azure Support through the Azure Portal, but the Help + Support page produced a Microsoft Services tenant error stating that my account does not exist in the Microsoft Services tenant and cannot access the application.
The application ID shown in the error was:

I also tried the Microsoft Engage Center support route, but the product list failed to load.
Finally, I contacted Microsoft Consumer Accounts and Billing Support through web chat, but they confirmed that their team cannot handle Azure for Students or work/school-related Azure issues and referred me back to Azure Support.
Could someone please check whether:
- my
@knou.ac.kracademic verification request is stuck, blocked, or duplicated, - the same university email being used with two Microsoft accounts has caused a verification conflict,
- there is an issue with the
knou.ac.kracademic domain in the Azure for Students verification system, - or my verification status needs to be reset manually?
If necessary, I can provide proof of enrollment from Korea National Open University.
My preferred outcome is to complete Azure for Students verification using my original Microsoft account.
