Hi leon,
I'm glad to hear the issue has been resolved. And thank you for returning to share the solution.
This is valuable information, especially since the camera itself was functioning normally, permissions were correct, and even a Windows reset did not resolve the problem. It may help other Surface Pro 11 users who encounter the "We couldn't find a camera compatible with Windows Hello Face" error. I'll go ahead and recommend your answer for visibility so that other community members experiencing the same issue can more easily find this workaround.
Have a great day!

Since the camera works, permissions are already correct, and a reset did not help, focus on the Windows Hello camera path and Surface-specific updates.
The key detail in this case is that the regular camera working does not prove the Windows Hello Face camera path is healthy. The Unknown device plus the Hello-specific error points to a missing or failed Surface camera/IR-related component that updates or device reinstallation should restore.
