End-to-end TLS encryption setting doesn't appear in a part of my Function Apps.
All applications use the Premium V4 plan.
Does the availability of End-to-end TLS encryption in this case depend on an application's OS?
Linux : End-to-end TLS encryption is supported
Windows : End-to-end TLS encryption is not supported

I tried reproducing your issue on my and the End-to-End TLS encryption option is only visible in Azure Linux Function app and not in Windows Function by design.
Refer my results below:
For Windows Function: E2E option not visible:
For Linux Function app its visible:
So what you are seeing is by design for everyone using Function app.
