EV Code‑Signing certificate uploaded and active.
Hardware developer program status is Active‑In, "Get Started" button still exists.

Problem:
Account settings > Agreements page is completely blank, NO hardware‑related agreements available for acceptance.
Hardware enrollment workflow cannot proceed, hardware registration questionnaire email has never been triggered.
Hardware dashboard returns error: "Access restricted. We’re sorry, you don’t have permission to access this page because your Partner Center account has been deactivated."
My‑Access page does NOT show Hardware developer program workspace and hardware‑specific roles.

Please perform backend provisioning reset for Windows Hardware Developer Program for this tenant.
Make missing hardware legal agreements visible so I can accept them.
Trigger hardware registration questionnaire email after agreements are accepted.

This is confirmed backend platform provisioning bug. Entra ID Global Admin permissions are already assigned, browser cache/incognito test done, not role or local browser issue.
