Microsoft for Startups $1,000 credit activation failed after Azure eligibility check

I am trying to activate the Azure credits provided through Microsoft for Startups, but the activation process failed and my startup account is now showing that it cannot be used for Microsoft for Startups credits.
Here is the exact sequence:
I signed up for Microsoft for Startups using my existing Microsoft account.
I used the "Continue without a code" option because I do not have an investor referral code.
The Microsoft for Startups dashboard initially showed the $1,000 Azure credit offer.
I completed the required LinkedIn verification.
I followed the Azure activation process provided through the Microsoft for Startups flow.
Azure asked me for my phone number and billing/payment information.
After submitting those details, Azure displayed the error:
"You're not eligible for an Azure free account."
When I returned to Microsoft for Startups, the dashboard now says:
"This account can't be used for Microsoft for Startups credits."
I have not created another Microsoft account, and I have not attempted to bypass any eligibility restrictions. I would like to use the same account and complete the legitimate Microsoft for Startups activation process.
Could a Microsoft representative please clarify:
- Why did the Azure activation fail after the Microsoft for Startups flow initially offered the $1,000 credits?
- Does the "You're not eligible for an Azure free account" error prevent activation of the Microsoft for Startups Azure sponsorship?
- Can the Microsoft for Startups credit eligibility/activation state be reviewed or reset?
- Is there a specific support channel or process for resolving this when the Microsoft for Startups support option is not available in the portal?(Currently i can't access the program support channel since setup was incomplete)
