If using KMS to license Windows 2019, do I need another key for Windows 11?

I manage several Windows KMS servers across different domains, to license Windows Server 2019. Most have no workstations but we are adding Windows 11 workstations to a couple of domains. It's my understanding that I don't have to add a specific Windows 11 key, that the Server 2019 key is "downward compatible" and covers the workstations as well. Is that correct?

    Not quite. A Windows Server 2019 KMS host key does not activate Windows 11 clients.

    Microsoft's KMS activation matrix shows that the Windows Server 2019 CSVLK (KMS host key) can activate Windows Server 2019 and earlier supported server versions, but Windows 11 isn't included in that key's activation scope.

    A Windows Server KMS host can activate both Windows Server and Windows client operating systems, but which versions it can activate depends on the CSVLK installed on the KMS host.

    For an environment that now includes Windows 11, Microsoft's current activation matrix lists the Windows Server 2025 Volume License CSVLK as supporting Windows 11 Enterprise, Pro, Pro for Workstations, and Education, as well as earlier Windows versions.

    So the important distinction is:

    Newer KMS host keys can activate older supported Windows versions; an older Server 2019 KMS host key doesn't automatically gain the ability to activate newer Windows 11 clients.

    You don't install your KMS host key on the Windows 11 workstations. The clients use their appropriate GVLK, while the compatible CSVLK is installed and activated on the KMS host.

    Also remember that Windows client KMS activation requires a threshold of 25 unique client computers. If a particular domain will only have a few Windows 11 machines, they won't activate through an isolated KMS host unless that host reaches the required count.
