How to clear onedrive without deleting files from my computer

My computer has been automatically uploading all my documents to onedrive without me selecting this. I'm now unable to use my outlook emails without paying for additional storage which I don't need.

Can you advise how to delete the files from my onedrive without deleting them from my computer. It also appears that some files are only on onedrive and not saved to my computer. I have already lost important files due to this.

When I go into settings to try fix this it is just saying that I need to upgrade my storage and won't allow me to change the settings.
