Hello, thank you for reaching out to Microsoft Q&A.

The error "BitLocker needs your recovery key to unlock your drive because the secure boot policy has unexpectedly changed."  usually appears after a Windows update.

By default, you can locate the Recovery key in your Microsoft account or depends on the how your activated BitLocker before:-

    https://account.microsoft.com/devices/recoverykey

If you have signed in to your device using a different account, please try signing in with any other accounts you remember to see if the key is linked to one of those accounts. If you're unable to locate the recovery key, you will need to create a USB Bootable Installation media drive and use it to reinstall Windows. However, this method will completely wipe all the data in your HDD.
