As you are seeing all of your inbox emails on your laptop but not on your phone, this is most likely a sync issue between Outlook on your mobile device and the mail server.
First, ensure your device is connected to a Wi‑Fi network and that the internet is working properly. Then:

Check whether this re-syncs all of your emails.
