I want to be able to move them around like I did with my previous Surface Go 2 Tablet please.
Strangely, having attempted it again a little later after I removed two unneeded Task Bar Icons those in the always visible part of the Task Bar are now "draggable" although those in the Overflow Menu remain stuck.

So, what you noticed:
after removing a couple of icons, the visible ones became draggable
-That’s expected. Draggable in Windows 11 25H2.
overflow icons remain stuck
That’s by design—not a bug.
Go to:
Settings → Personalization → Taskbar → Other system tray icons
Turn ON apps you want always visible (so you can drag them)
Turn OFF ones you don’t care about
Once an icon is visible on the taskbar, you can drag it freely.
