storage issues

I have cleared out as much as possible from my surface pro. There are no files being recommended to remove on my end but it still shows that I have a small amount of starage available. There is one zip file that I am trying to remove that is rather large but the system will not allow me to move it because it says I do not have enough space.

    Right-click the zip file → Delete

    Then right-click the Recycle Bin → Empty Recycle Bin


    Boot into Safe Mode

    Try deleting the ZIP again
