This error may be caused by someone repeatedly trying and failing to access your account. In other words, they know your email address and are trying different passwords to see if one works. If it happens, Microsoft will temporarily disable the Password sign-in.
In addition to this, if you have a VPN enabled when accessing Microsoft services like OneDrive or Outlook, you may also receive this error if Microsoft servers detect that you're accessing from a different region or location. For security reasons, your account may be blocked.
For now, please do not try to sign in with your Microsoft account or reset your password. Wait 24 hours (a cool-down period), then try signing in to your account again.

On the password entry screen, select "Other ways to sign in" and use one of your alternative security contact methods, such as your phone number or email address, to verify your identity and see if you can log in successfully.

Are you not receiving the verification code at your alternate contact methods (OR) you, or no longer have the security contact methods, such as your phone number or recovery email address, to verify your identity?

Open an incognito tab and use the link below to reset your password.
https://account.live.com/ResetPassword.aspx
You will be asked to verify your identity using the alternate security contact methods, such as recovery Phone number or email address. Once verified, you will be able to reset your password successfully.
