Unable to Add Payment Details: Region Locked to USA When Starting Free Microsoft 365 E3 Free Trial

I was trying to start the free Microsoft 365 E3 Business trial. During the sign-up process, I added my card details, but the transaction failed. When I tried again, the location became locked to the United States, so I can no longer change the location to add my payment method.

I have two main questions:

  1. How can I fix the location issue?
  2. Since the trial setup was not completed, I will not be charged anything, correct?
