I’d really like to help as much as I can from my side, but first could I ask you a couple of quick things to better understand the situation:
- Do you know if anyone else in your school or organization is experiencing the same issue, or does it seem to be happening only to you?
- Also, could you try distributing a very simple test page, something without any attachments like PDFs or files, to just one or two students and see if that goes through normally?
From what you’ve described, and based on what I’m seeing so far, it doesn’t look like Microsoft has officially reported any known issue related to this behavior at the moment. Given that you’ve already tried across OneNote Desktop, the web version, and Teams, and even tested with multiple Class Notebooks, but all distribution jobs are stuck in a “Waiting to start” state, this does start to feel less like a local sync issue and more like something happening on the service or tenant side. Since Class Notebook distribution runs in the background and relies on backend processing, if none of the jobs are kicking off at all, that’s often a sign it may need deeper investigation.
As this is a user-to-user support forum, I’m also just another user here, so I don’t have access to the internal tools or permissions needed to directly resolve something at that level.
Because of that, I would strongly recommend reaching out to your school’s IT admin and asking them to open a support ticket with Microsoft.
Once a ticket is created, a Microsoft support engineer can take a closer look at your environment, check backend processes, and run more advanced diagnostics. If needed, they can also escalate it to a specialized team for further investigation.
I’ll also keep an eye out to see if there are similar reports from others, just in case this turns out to be more widespread.
