cannot submit work order

Surface Laptop 7th ed. will not boot up. It attempts to perform repairs, but crashes. Various other repair options are offered (CMD, restore, reset, UEXi) but all of them end by crashing. I have attempted to submit a work order, but my device does not show and I am unable to register it. The window for displaying my device information simply spins without showing anything, and without offering the option to register a device. i want to speak with a human being who can tell me where to send in my laptop for service, and how.

    Go to https://support.microsoft.com/contactus/ Sign in to your Microsoft account, type “Chat with an agent” in the search bar, then click “Contact support” at the bottom. Choose the product you need help with and follow the prompts to start a live chat.
