Azure Communication Services 10DLC registration says paid Azure Plan subscription is ineligible
We are implementing US 10DLC messaging for a nonprofit customer using Azure Communication Services.
The ACS resource has United States as its data location. Its subscription is active and billed under Microsoft Azure Plan/Pay-As-You-Go, with the spending limit disabled. The billing profile is US-based.
In ACS → Regulatory Documents → Add → United States → Local, the portal immediately displays:
Your subscription is not eligible for Brand and Campaign registration.
This occurs before any brand information is entered. A Basic Azure support request was redirected because Microsoft classified this as a technical issue.
Could an ACS engineer verify whether the subscription’s SMS, telephony, or 10DLC eligibility tier requires backend enablement?
Please contact me privately so I can provide the subscription ID, tenant ID, and resource ID securely. We ultimately need a new Oregon local number, preferably in the 541 area code, after brand and campaign approval.
