The automated response system wont work because the year of expire doesn't go past 2025. The credit card used for my microsoft purchases expired before then making it impossible to get back in using that. I also don't have a billing receipt but can provide the info on the card if needed and everything else.

Use the Microsoft account Sign-in Helper first. It is the supported path for sign-in problems and account recovery when normal sign-in fails.

    1. Open Sign-in Helper and enter the email address or phone number for the Microsoft account.
    2. Follow the recovery steps it offers.
    3. If the account is found but access is blocked, use the linked recovery options for:
      • forgotten password
      • username lookup
      • verification code problems

If the issue is specifically that an expired card is being used as part of verification, the available self-service billing action is to sign in to Services & subscriptions and select Pay now for any past-due subscription, then update or add a payment method. If sign-in is not possible, complete account recovery first through the sign-in tools.

If the account has not been used for more than two years, it may have been deleted and can no longer be reopened.

For a past-due subscription after access is restored:

    1. Go to Services & subscriptions.
    2. Find the past-due subscription.
    3. Select Pay now.
    4. Update the expired card or add a new payment method.
    5. Select Next to complete payment.
