You’re seeing this message because the subscription you’re trying to cancel is a Marketplace SaaS subscription, and those follow a different cancellation policy than Azure subscriptions. Even a $0 test plan can’t be canceled after the 72‑hour window if it still has a billing term with scheduled future payments.
Microsoft’s SaaS lifecycle documentation states:
“SaaS subscriptions with pending future payments aren't eligible for cancellation after the standard 72‑hour cancellation period passes. Cancellation for such subscriptions isn't possible until the current billing term is over, and all pending payments are complete. To request a cancellation of long‑term SaaS subscriptions beyond the standard 72‑hour cancellation period, contact Marketplace support.”

So the price isn’t the blocker, the billing term is. A $0 plan can still have future billing periods, and that alone prevents cancellation.
What you can do right now
You can turn off recurring billing so the subscription doesn’t renew:
Azure portal → search “SaaS” → select your subscription → Recurring billing → Edit recurring billing → Off → Update
Microsoft notes: “When recurring billing is off, the SaaS subscription and service terminate on the renewal date.”
If you need it canceled sooner
You’ll need to contact Marketplace support, which is the documented path for cancellation beyond the 72‑hour window:

One thing to double‑check
If the subscription sits at tenant level and you only have Read permissions, cancellation will be blocked regardless of billing status. You’ll need someone with Owner permissions to perform the action.
